The United States became a new country on July 4, 1776.  George Washington was a General in the Revolutionary War against  England.  After the Revolutionary War, the states needed to work together to make a new government.  Each state wanted to do what was best for its people.  People from each state met in Philadelphia to form a new government and to write a Constitution.  A constitution is a plan of government.
